On September 18, 2023, the foundation stone was laid for the construction of a road leading to the Armenian village of Havresk. The construction of this road will put an end to travel difficulties faced by the villagers of Havresk. The stone-laying ceremony was attended by Archimandrite Oshagan Gulgulian, Primate of the Diocese of the Armenian Church of Iraq, and the Governor of Dohuk. The Archimandrite addressed a word of thanks to the governor, the mayor, and the mayor of Semil for initiating this project for the benefit of the village people. The Archimandrite said in his speech, “With God’s providence, in the next few days I will receive the episcopal rank in Holy Etchmiadzin, and I will consider this project the most valuable gift given to me.” It is worth noting that the former member of the Kurdistan Parliament, Mr. Yervant Aminyan, made an important contribution to these works. The foundation stone laying ceremony was attended by the Chairman of the Central Administrative Committee, Mr. Garbed Kaloustian, and the Sub-Administrative Committee in the village of Havresk.
